Be sure to submit your application within this window, as late applications may not be considered until all on-time applicants have been placed.
If you want to participate in the lottery, apply between November 1 through the beginning of January (date to be determined).
Open Enrollment applications submitted before the deadline are processed through a lottery, not "first come, first served." Any application submitted during this time will be entered into the lottery; special preference is not given to those that apply on the first day.
